Here are those regulations:

East Devon District Council: Regulations for Management and Control of Cemeteries

East Devon District Council provides and manages three cemeteries in Seaton, Sidbury and Sidmouth… It is now intended that this single set of regulations will apply to all three cemeteries drawing on the parts of the old regulations, Local Authorities Cemeteries Order 1977, recent experience and from best practice around the country.
